1) Perhaps the last sentence of the article meanr like this with "not", unless I misunderstood the meaning.

The bench said that such a relief could

be granted on such issues at this stage and dismissed the writ petition.

2) Only politica may reverse the IIT location, if any, but not the courts as per outcome from the court.

Case filed by S. Venugopalachary, former MP of Adilabad

Hyderabad, January 31, 2007
A Division bench of the High Court of Andhra Pradesh on Wednesday dismissed the writ petition filed with regard to setting up of Indian Institute of Technology (IIT) at Basar, Adilabad. The Bench was dealing with the writ petition filed by S. Venugopalachary, former MP of Adilabad who belongs to Telugu Desam Party.

He complained that the proposal of the State Government to set up the Indian Institute of Technology in Medak district was in violation of a unanimous resolution passed by the State Assembly wherein it was resolved to establish it at Basar. The bench said that such a relief could be granted on such issues at this stage and dismissed the writ petition.
