Taking land back from poor people

Under the name of Patta land, apparently taking land even from poor people wherever land appreciated. Original poor people sold land to another about 50 years ago, then hands got changed, government gave permits to build colonies, collected taxes, supplied water/electricty etc over the decades - now putting boards by Government. They find and give back to the original patta people?
