How to bring order in this society for better living

When ever there is a natural calamity we regularly hear these statements from the effected.

prabhutwam gani adhikarulu gani maa gurinchi emi pattinchukovadamu ledhu, kattu battalatho migilamu, thindaniki ginjalukooda levu

I am not against these effected people, but will any one think how any officer or government servant reach the interior flooding distinations. how come any government servant or servants in the districts can arrange food for more than 25000 people overnight. do we have such machinery at any district level. what sort of benefit people get by VVIP visits to the effected places, how to stop distribution of food grains, clothes by opposition parties only to get identified, what sort of dramas all this. it is not proper to run some thing on adhoc basis every time when ever there is havoc, there should be a permanant machinery for these calamities and government at least now appoint a crisis management cell on permanant basis with full equipment like helicopters, speed boats, ordinary boats, and packed food arrangements and keep off all the unscrupulous politcians.
