Good behavior is also important for any leadrer. I wonder how did sadist and fundamentalist Narendra Modi get 1st rank! Just seeing development is not enough. Gujarat is developed state but Narendra Modi encouraged hindu-muslim riots in that state and brought bad name to that state.
