Foot board travel

I am noticing some people travelling by standing near foot boards in busses. Standing near foot board causes inconvinience to people who board or alight busses. They stand close to foot boards even vacant seats are available in busses. In some areas, busses often run half vacant. There also are we can see some people standing near foot boards. Foot board travel is also dangerous. When driver apllies brake suddenly, passengers standing near foot boards my slip from bus and face injuries. Drivers and conductors are not bothering about the passengers who stand near foot boards.
